I have one that I picked up from Crappy Tire a few years ago...it charges, but has limitations. 1 - can take days to charge 4 cells 2 - requires constant repositioning to capture enough sun for it to work 3 - no way to tell if the cells are fully charged, patialy charged, or overcharged and damaged ...

Personally, I find 22LR and good old surplus sks rounds cheap enough to stockpile.
One could likely store up more than you could hope to find on abandoned Nato soldiers (if that scenario ever happened).

CB might do the trick if you get an antenna up high enough at home. Some FRS/GMRS radios might also work, but don't believe the range claims on the package. All this reminds me why we moved out of Montreal years ago into our BOL. One of the criteria when we were house shopping was high ground, which seems to be paying off now! Our area really isn't seeing much flooding despite the numerous rivers and small lakes, bit our roadways aren't fairing so well....
